Mr Y has complained that, as part of the Fund’s winding up process, the Trustees proposed to return 50% of the surplus assets (the Surplus) to the principal employer, Central and Cecil Housing Trust (CCHT). He says that the whole of the Surplus should be used to enhance the Fund’s members’ benefits.
