Outcome

The complaint is partly upheld against the Authority because:-

• Mr E relied on incorrect information he received from the Council and suffered a financial loss, as a result of the Authority’s maladministration in failing to apply the rules governing the Scheme correctly.
• Mr E suffered serious distress and inconvenience as a result of the Authority's maladministration as detailed in paragraph 2.1 above.
