Outcome

The complaint is upheld against the Authority because:- 

1. Mr R relied on incorrect information he received from the Council and has suffered a financial loss as result of the Authority’s maladministration in failing to apply the Rules governing the Scheme correctly.
2. The Authority’s maladministration as detailed in paragraph 2.1 above, has caused Mr R serious distress and inconvenience.
