I partly uphold this complaint and, to put matters right, Highways England shall pay the Estate an additional £1,000 to make a total award of £3,000 in recognition of the exceptional non-financial injustice it caused Mrs S.

Complaint summary

Mr S, as the executor of the Estate, has complained that Highways England mishandled Mrs S’ application for ill health retirement pension (IHRP). He considered that Mrs S incurred financial loss because she was not granted a serious ill health commutation lump sum.
